Electronic Invoicing: From Transactions to Identity and Payments

Electronic invoicing, transaction data, tax control, Digital Product Passport, environmental data, digital identity, digital euro, ECB and conditional payments.

Electronic invoicing is generally presented as an accounting and tax reform: invoices become structured, certain data is transmitted to tax authorities, and new requirements are gradually being introduced for businesses.

But electronic invoicing is not developing in isolation. Other digital infrastructures are evolving in parallel: product identification, the Digital Product Passport, environmental data, European digital identity, wallets, the digital euro and new forms of payment. Tax control is also evolving through the increasing use of transaction data.

Considered separately, these subjects may appear to belong to very different fields. Yet official French and European documents, technical standards and several experiments reveal connections between some of these infrastructures.

The investigation published by Palks Studio reconstructs these connections step by step. It does not seek to demonstrate the existence of a single system currently linking invoicing, environmental data, identity and payments. Instead, it seeks to determine where connections already exist, where they are standardized, planned or experimented with, and where the documentary evidence ends.

Infrastructures Generally Presented Separately

Electronic invoicing, the Digital Product Passport, digital identity and the digital euro are generally presented as separate projects, each pursuing its own objectives. Electronic invoicing notably concerns the transmission and use of transaction data, the Digital Product Passport accompanies products and their characteristics, while digital identity and payment infrastructures serve other purposes.

This separate reading is legitimate, but it does not always reveal the interfaces developing between these systems. A transaction can identify a product, a product can be associated with a digital passport containing environmental information, and electronic credentials can connect a transaction or product to a digital wallet.

Data therefore plays a central role in this evolution. Its collection, circulation and purposes raise questions that extend beyond electronic invoicing compliance . It becomes necessary to examine not only what each infrastructure does separately, but also what information it can exchange with the others.

By following these interfaces, the investigation reveals a series of documented connections. Some are already in use, while others are standardized, planned or have been experimented with. This does not mean that all these infrastructures currently form a single system, but studying them in isolation is no longer sufficient to describe all the technical possibilities they create.

The Bridges Documented by the Investigation

The first set of connections begins with electronic invoicing. Transaction data can identify what was sold, while product identification systems can be connected to much more detailed information about a product's composition, origin or environmental characteristics.

The Digital Product Passport is one of the important connections in this chain. Established by the European framework for certain categories of products, it makes it possible to associate an identifiable product with a structured set of information available in digital form. The exact nature of this data depends on the products and applicable rules, but environmental information is among the intended uses.

From digital identity to payments

A second chain appears on the identity and payment side. European digital wallets are not intended solely to present an identity. Their architecture also provides for the use of electronic credentials, while other European initiatives are exploring detailed electronic receipts linked to transactions and products.

Payments themselves are also evolving. Work surrounding the digital euro notably distinguishes programmable money, which is excluded from the proposed framework, from conditional payments, which can allow a payment to be executed when certain predefined conditions are met. This distinction is essential for understanding what the infrastructure technically enables without attributing functions to it that it does not possess.

Technical possibility, real-world use and legal framework

Taken together, these elements shift the question. It is no longer simply a matter of asking whether invoicing, product, identity and payment systems could theoretically communicate one day. Several connections already exist, are standardized, planned or have been experimented with. The question then becomes how far these connections can be combined and, above all, which uses are actually established.

How Far Does the Evidence Actually Go?

The existence of these connections does not allow us to conclude that all these infrastructures are currently brought together within a single system. This is precisely where the investigation distinguishes between what is technically established and what is not.

The sources document several connections between transactions, products, environmental data, identity and payments. However, the investigation does not establish the existence of a chain using these elements together to build an individual environmental profile and apply an economic or monetary restriction to that individual.

This distinction is essential. A technical possibility is not necessarily a real-world use, and a connection between two infrastructures does not demonstrate that the entire chain is being used for a common purpose.

The legal framework represents a separate boundary as well. The architectures examined include safeguards concerning, among other things, access to data, user control, selective disclosure and the use of payments. These safeguards define what current law allows or prohibits, without turning a technical possibility into a permanent technical impossibility.

The investigation's findings therefore lie between two excessive conclusions: the sources do not establish that all these infrastructures are already combined into a system of individual control, but claiming that no technical bridge exists between them would also be inconsistent with the documented evidence.

What the Investigation Allows Us to Conclude

Electronic invoicing, the Digital Product Passport, environmental data, digital identity, European wallets, the digital euro and conditional payments are all current developments, but they are generally presented and developed separately, each with its own objectives, timeline and legal framework.

The investigation shows, however, that this separation does not mean these infrastructures are technically isolated. When examined together, the documented connections between transactions, products, data, identity and payments reveal a coherent architecture in which several components can already communicate, are designed to become interoperable or have been the subject of experiments.

In other words, the technical connections between a large part of the components examined are well documented. Looking at them together makes it possible to clearly identify the outlines of a broader system that could become significantly more integrated as these infrastructures develop and their interfaces become more widely adopted.

Documented convergence, not an established unified system

It would nevertheless be incorrect to claim that they already constitute a single system or that they are currently deployed for a common purpose. The projects remain distinct, their uses are governed by different legal frameworks, and the final step examined by the investigation, using environmental data to build an individual profile and then impose an economic or monetary restriction, remains not established.

This boundary is precisely one of the investigation's main findings: the connections are no longer merely theoretical, but their integration into a single system cannot be asserted today. The architecture makes it possible to observe this technical potential and the progressive convergence of certain components, without the sources allowing that convergence to be presented as an officially established objective.
